Rangers and Kids' are in the southern section of the competition which sees Northampton Town, Swansea, Bury and Huddersfield Town receive byes to the next round in the north and south section respectively.
This will be Rangers' second game in this competition having made their debut last season against Bristol City, who were eventual winners.
The final this season takes palce at the Millenium Stadium in Cardiff on Sunday 28th March 2004.
