The English Premier League club's Malaysian chairman, best known as the founder of the AirAsia budget carrier, said relegation-threatened QPR should have beaten Tottenham Hotspur on Saturday "but we had some really tough calls".
QPR lost 2-1 to Spurs at home and had two penalty appeals turned down.
"You look at cricket which is supposedly seen as the most conservative sport in the world yet you have replays
In football you don't," he told reporters in Sydney, where he was on AirAsia business.
"The referee is a human being, he's going to make mistakes and they're very expensive mistakes.
"So I think that's a bit antiquated
Rugby has replays, it's crazy that football doesn't."
Football's rule-making body, the International FA Board, said at its annual general meeting two weeks ago that the use of video replays would not be trialled for at least another year as it wanted more information before sanctioning an experiment.
Dutch football authorities had proposed testing the technology in next season's Dutch Cup.
English Football Association chairman Greg Dyke has supported using technology to help match officials in key decision-making moments.
